Candidate Orlando Dozier said he would want the City Council to take things a step further than just hiring the best available city manager.

“I think the Council needs to move to a full-time Council with a full-time mayor,” said Dozier. “Until that happens, we get a city manager with a salary comparable to other cities our size.”

Budgets, blight, city managers and pensions bubbled up during a forum for City Council candidates hosted Thursday by the Oxnard Chamber of Commerce.

Ten of the 13 hopefuls in the June 4 special election showed up, answering questions in one-minute stretches after a bacon-and-eggs buffet at the Residence Inn by Marriott at River Ridge.

One big issue facing the city will be hiring a permanent city manager. The post has been filled on an interim basis since the former city manager, Ed Sotelo, was put on paid leave for unspecified reasons in January 2012. Sotelo’s contract expired earlier this year. So far, the council hasn’t formally discussed plans to start a search, but officials have said they intend to soon.

Orlando Dozier, a budget analyst for the Navy, said the city manager’s top priority should be budget review. A recent firetruck purchase should have been in the budget already, he said, instead of having the city dip into Measure O half-cent sales tax funds.

“Once the city manager comes in,” Dozier added, “it’s vital the council step back” and let the person manage city hall.

The qualified candidates were Oscar Madrigal, Donald Thibeault, Jo Ann Olivares, Orlando Dozier, Mario Quintana and Paul Ronan. The others are Elizabeth Wolfel, Martin Jones, Arthur Valenzuela Jr., Lawrence Paul Stein, Bert Perello, Vince Behrens, Manuel Vazquez Cano, Marisa Martinez, Roberto Camacho and Susan Cisneros Rydberg.

The three are Donald Thibeault, Jo Ann Olivares and Orlando Dozier. Thibeault, a retired educator, was one of four mayoral candidates in November. Dozier, a retired Air Force veteran who now works as a budget analyst with the Navy, was one of thirteen council candidates on the November ballot.

So far Thibeault, Orlando Dozier and Jo Ann Olivares have turned in signatures, which were still being verified by City Clerk Daniel Martinez’s office on Feb. 27.

Dozier, a financial management analyst at Naval Construction Battalion Center Port Hueneme who lives in Oxnard’s RiverPark subdivision, was one of 13 people running for two City Council seats last year. Olivares, an administrator at San Miguel Produce, declared her intent to run last year but changed her mind.

Yesterday was my first official day as one of Oxnard City’s Community Relations Commissioners and today I was notified by the City Clerk that I have qualified for the June 4^th special election.  It’s an exciting time to participate in helping Oxnard grow.

My involvement in the development of Oxnard has grown over the years from being elected Market Street HOA Board Member and RiverPark Neighborhood Board Member to running this past November for Oxnard City Council.  In a crowded field of 13 City Council candidates, I came within 800 votes of being elected to City Council and finished with 5,400 votes. 

Maintaining an active role in representing city residents is a role I am committed to.  I submitted my nomination package and was unanimously appointed by the City Council to the Oxnard City Community Relations Commission. 

Having now qualified for the June 4^th special election to fill Mayor Flynn’s vacated council seat, gives me one more opportunity to represent city residents at the highest local level.  I look forward to hitting the campaign trail again and meeting with voters to hear their issues and concerns.  Times have changed and Oxnard needs a full council to meet the challenges ahead.  With your votes, I look forward to helping achieve that goal as your Oxnard City Councilman

As a newly appointed Oxnard City Community Relations Commissioner, I would also like to encourage you to attend this years upcoming Annual Strategic Planning Summit on February 19th, 2013.  This event will provide an excellent chance to address issues on how to better community relations within the City of Oxnard.  I hope to see you there.
